1023	Mismatch of LMCS encoder and decoder for multiple slices	Michel0914		JVET-Q0346 aspect 1 was adopted to enable LMCS at slice level for multiple slices. However, current VTM software does not handle LMCS implementation correctly at the encoder side. Forward and inverse LMCS LUTs are applied on the entire picture instead of on slices.
