1105	Incorrect note on IRAP picture	jiechen		"In the lastest spec (JVET-R2001 or JVET-S0152-v5), in note1 under the defintion of IRAP (3.74), it is said ""NOTE 1 – An IRAP picture does not use inter prediction in its decoding process, "", however, IRAP picture in dependent layer may use inter-layer prediction, so this note is not correct.
