    11It seems possible that the encoder sets sps_scaling_matrix_for_alternative_colour_space_disabled_flag to 1 based on a config file setting, although it is not present in the bitstream. But this would cause sps_scaling_matrix_designated_colour_space_flag to be written to the bitstream at the encoder side. The decoder would then use the inferred value of 0 for sps_scaling_matrix_for_alternative_colour_space_disabled_flag and subsequently not read sps_scaling_matrix_designated_colour_space_flag.
