1192	Issues with tile_idx_delta rewriting in subpicture extraction process	vdrugeon		"The subpicture extraction process has the following two issues for some subpicture configurations:
1. tile_idx_delta for slices of some subpictures not correctly calculated
2. tile_idx_delta_present_flag not set to 0 when there are only two slices in the subpicture, so that the encoder writes a tile_idx_delta in the bitstream, which creates an encoder/decoder mismatch
