1264	JVET-Q0814: incorrect calculation / verification of VPS DPB parameters	fbossen		"During the integration of JVET-Q0814, the computation of VPS DPB parameters was changed from adding DPB parameters from all layers to using the max allowable DPB size for the picture resolution of the highest layer. The result may be incorrect DPB parameters as there doesn't seem to be any check to verify that the level indicator is sufficiently high to satisfy DPB size needs.
