1376	Decoder crash in decoding a multiple CVS bitstream	rickxu		"Attached is a bitstream containing two CVS. It was generated by concatenating a two-layer spatial scalable bitstream with a two-layer SNR scalable bitstream. Both scalable bitstreams were encoded with VTM10.0. 

When decode this two-CVS bitstream, the VTM10.0 decoder could correctly decode the first CVS but has problem in decoding the second CVS. If run the decoder on this bitstream multiple times, the decoder may show different behaviors when start decoding the second CVS. Sometimes it crashes with the error message ""Slice.h:1671: Invalid chroma format parameter"", sometimes it crashes without any message, and sometimes it could successfully decode the second CVS.
