This bug is reported in https://jvet.hhi.fraunhofer.de/trac/vvc/ticket/1164 and it causing incorrect decoding of these conformance streams:

VPS_C_ERICSSON_1.zip 

Attached conformance streams' OPL with correct decoding order, and OPL generated by VTM11.0 with incorrect decoding order.
