The next bin after cclm_mode_flag should use a ""single"" context irrespective of cclm_mode_flag value. In current spec. text, depending on the cclm_mode_flag value, this bin is either context (first bin of intra_chroma_pred_mode for cclm_mode_flag = 0) or bypass (first bin of cclm_mode_idx for cclm_mode_flag=1) coded.
