In the spec text, mMvdLX is clipped to the range of [-2^15^, 2^15^ - 1].
In VTM, it is clipped to the range of [-2^17^, 2^17^ - 1].
Since the MVD range was extended to [-2^17^, 2^17^ - 1], extending the MMVD range seems to make sense.
