Description
When CtbSizeY is less than 64, the value of sps_max_luma_transform_size_64_flag shall be equal to 0.
This is to request adding a check to detect bitstreams that violate this restriction.

sps_max_luma_transform_size_64_flag is now conditionally signalled and the issue is moot
