More encoder configuration parameters for chroma dQP

Description
Adding the following configuration parameters would be helpful:
- programmable chroma dQP offset list, instead of the fixed one with a single entry
- explicit configuration of slice-level enable flag instead of deriving it from offset list length or subdiv limit >= 0
