Description
In JVET_M0483_IBC the SPSNext function getIBCMode() was replaced by the SPS function getIBCFlag()
The function was not removed, bit since the mode is never initialized, it always returns zero.
The old function is still used in the reshaper and hash based ME code.
MR 262 removed the old function when JVET_M0483_IBC is defined.
