Description
In R2001-v3, for 422 and 444 sequences, wrong chroma ALF VB position is defined.
CtbSizeY - 4 is used as ALF VB position for all color components and all chroma formats. However, for chroma components in 422 and 444 sequences, CtbSizeY - 2 should be use.
Suggested fix is attached.
