Enabling dependent quantization for lossy slices in mixed lossy-lossless

Description
When enabling dependent quantization in the config file for mix of lossy and lossless slices "cfg\lossless\lossless_mixed.cfg", dependent quantization is turned on at SPS level only but not used in any of the slices. The desired behavior would be that dependent quantization is enabled in lossy slices (but disabled in lossless slices) when DepQuant is set equal to 1 in the config file.
