Description
classH1 PQ coding with non CTC setting LumaLevelToDeltaQPMode=1 has performance drop due to lambda change after merging of MR1126 to fix rate control. (https://vcgit.hhi.fraunhofer.de/jvet/VVCSoftware_VTM/-/merge_requests/1126).
A fix is provided in MR1739:
