The term "prediction block" is used in several places in the spec but is undefined.
Examples of use are in 3.21, 8.5.2.12, and 8.5.3.1

Good catch, thanks! Solved as follows in JVET-S2001-vE:

• Replaced by "reference block" in the definition of a block vector (3.21)
• Replaced by "prediction sample block" (8.5.3.1, 8.5.3.2.1)
• Replaced by "coding block" (8.5.2.12, 8.5.5.1, 8.5.5.2, )
• Removed (8.5.6.3.1)

Thanks. The change in 8.5.2.12 probably won't be sufficient because granularity finer than coding blocks is required (see #1220).
