Description
The SPSNext() structure is an SPS extension that was designed to add new tool flags to the experimental Next software while keeping the SPS aligned with HEVC. There exists no such extension in the draft text.
in VTM new tool flags should be added to SPS(), not SPSNExt.

All tool flags in SPSNext need to be aligned with the draft text.
