Description
VVC decoding process specifies that only pictures starting from the recovery point picture are output when the GDR picture is the first picture in a CVS (or bitstream). This means that GDR and recovering pictures are not output when the GDR picture is the first picture in a CVS (or bitstream).
VTM11 outputs GDR and recovering pictures when the GDR picture is the first picture in a CVS (or bitstream).
The default behavior of VTM should be modified to match the specification. It would be preferable to also have a config controlled mode to have VTM output pictures before the recovery point.
The content of the output log (.opl) should be modified accordingly.
This bug is also causing incorrect decoding of conformance streams.
