VTM generates incorrect .opl of multi-layer conformance streams

Description
When decoding multi-layer streams, VTM .opl contains data of layers that are not output. Those not output-ed layers should not be listed in the .opl.
This bug is reported in https://jvet.hhi.fraunhofer.de/trac/vvc/ticket/1449#ticket and it is causing VTM to generate incorrect .opl for these conformance streams:
