Description
In the adopted text (JVET-W0178), the following bitstream constraint applies to sps_range_extension_flag.
It is requirement of bitstream conformance that the value of sps_range_extension_flag shall be 0 when BitDepth is less than or equal to 10.
However, in the VTM, such a bitstream constraint applies to the sps_extension_flag wrongly.
The software should be aligned with the adopted text.
