Description
In a multi-layer bit-stream if not all layers are decoded, APS are not reset for decoded layer, causing decoder crash in checkAuApsContent.
attatched is a multi-layer bitstream with ALF APSs
merge request !2123 attempt to resolve this issue by forcing APS reset when receiving the new APS.
