Description
While defining BP SEI element bp_num_cpb_removal_delay_deltas_minus1 in spec, the range is signalled for element num_cpb_removal_offsets_minus1 which is not defined in spec (lools like a typo).

Thanks! This has already been fixed in the VVC attachment in JVET-X1004, as well as in the VVC v2 FDIS text and the VVCv2 text sent to ITU-T for publication.
BTW, the specification of this is in the VVC spec, not in the VSEI spec, i.e., this ticket should have been a VVC ticket instead of a VSEI ticket.
