Description
VTM 18.0 compiled on Linux in debug mode with range extension decodes incorrectly 207/283 v1 conformance streams.
These are some incorrectly decoded streams:
10b400_A_Bytedance_2
8b420_B_Bytedance_2
8b422_F_Sony_5
CTPIC_A_Huawei_3
The full list is in the attached log file.
Same when using the latest VTM (89c013aa3ee3638cc5184a30b7db603ef326dd34).
VTM 18.0 compiled on the same Linux system in release mode w/o range extension decodes correctly all the v1 conformance streams.

VTM 18.0 with range extension support + https://vcgit.hhi.fraunhofer.de/jvet/VVCSoftware_VTM/-/merge_requests/2326 decodes correctly all V1 conformance streams.

I can not attach the compressed log because of file size limitation. The list of failing streams in the bug report should be sufficient to debug.
