Enocoder check for invalid NNPF SEI combination missing

Description
Due to the problem with the the NNPF characteristics SEI example config file reported in #1585 I ran the encoder with -c ../cfg/sei_vui/neural_network_post_filter_activation.cfg only.
The encoder ran without problems, but the decoder reported
ERROR: In function "xReadSEImessage" in source/Lib/DecoderLib/SEIread.cpp:454: At leaset one NNPFC SEI message should precede NNPFA
indicating an invalid bitstream.
The VTM encoder should not generate invalid bistreams without issuing a warning or error.
