Description
Encoder crashed when set DepQuant to 0. The issue was encountered when I ran low delay QP27 test for Basketballpass clip.

The crash can be duplicated with following settings:
EncoderApp.exe -c ..\cfg\encoder_lowdelay_vtm.cfg -c BasketballPass.cfg -f 5 -q 22 --DepQuant=0 -f 3 -v 6 -dph 1

Thanks for the report. Could you provide detailed encoding settings so that we could duplicate the issue? Please also provide encoding log.
