Mismatch between parallel and sequential encoding under RA conditions

Description

Sequential and parallel encoding under RA conditions leads to different results for (at least) the following sequences: RaceHorsesC, BasketballDrill, BasketballDrillText

The BD rate difference can be quite significant (-1.30% was reported for luma for RaceHorsesC)

The reshaper (M0427) causes this issue
