MIP tool off tests by using cfg and macro have different results

Description

In VTM5-rc1, MIP (matrix based intra-prediction) can be turned off by using cfg and macro, but they have different results, which may confuse people who are trying to conduct a tool off test for MIP.

The comparison of MIP off test by using cfg and macro are attached, wherein the anchor is MIP with cfg off, and test is MIP with macro off.
