Reported by Xiaozhong Xu:
The adoption of the shared merge list in M0170 included changes for both inter and IBC merge candidate lists. However, the corresponding part for IBC is missing in both JVET-M1001 and JVET-N1001 WD.
With the removal of 4x4 inter CU, the shared merge list for inter has been removed. But the part for IBC should be described properly (which is already implemented in VTM).
