Different encoder log on Windows and Linux

Description

When running the VTM-5.0, different encoding log are noticed on Windows and Linux.

The config file (CTC random access configuration) that I used is attached. The sequence was RaceHorse 416x240, QP 37.

The encoder log on linux as well as windows are also provided.

Thanks for the report. Could you provide sequence name? I checked BasketballPass, QP 37, 17 frames and got same results with VS 19.15 and gcc 7.3.

The sequence I used was RaceHorses_416x240, encoded at QP37.

Can you please test again wit current master? The uninitialized memory access reported in #289 was resolved. This would be a likely cause of such differences.
