Description
The transform/quantization bypass tool is included in the VTM software but not in the Draft Text v8. The tool was not on the removed HEVC tool list from the San Diego JVET meeting notes, so it seems like it would still be included in VVC at this point.

Quantization bypass using transform skip is currently investiaged in an AHG and not part of the VVC spec yet.
The code in VTM are "left overs" from HEVC.
