Issue on APS activation

Description
In VTM, APS can only be activated on the first slice of the picture.
However the specification allow the use of different ALF APS id between slices, and slice_lmcs_aps_id and slice_scaling_list_aps_id might not be present in the first slice, but be present in the next one.
The activation of the APS is missing in these cases.
