Description
In VTM, the context of the first bit for both triangle Merge indexes is the same as the regular Merge index but not in the spec.
Attached to this ticket the correct modification of table 9-82

Thanks for reporting and it will be fixed in JVET-P2001-vD but instead of the table where the ctx offset is assigned, the tables with the init values should be modified by having the three syntax elements referring to the same table.
