Description

We have a crash with parcat in some rare cases.
Valgrind warns about invalid read of size 1. (Valgring report is attached)
The following patch seems to fix this issue.

BMS is not maintained anymore. VTM is the currently supported reference software of VVC. If the report is still valid, please re-open and assign to VTM.
