MIsmatch with spec: log2_parallel_merge_level_minus2 does not exist in spec

Description

In vtm, PPS::log2_parallel_merge_level_minus2 is used to determine the availability of the spatial candidates for the derivation of the merge candidates list.
This syntax element, and the associate use, is not present in the specification.
Should it be removed from the vtm or added to the specification ?
