Inconsistency between low delay configuration files

Description
The QP offsets in the low delay P configuration file are inconsistent with those used in the low delay B case.
For the low delay B case, QPoffset values are: 5 4 5 4 5 4 5 1
For the low delay P case, QPoffset values are: 5 4 5 5 4 5 5 1
The low delay P case should be modified to align with the low delay B case which was detailed in JVET-P0345
