Editorial issue on some min size derivation

Description
MinQtSizeY depends on MinQtLog2SizeY (eq 117), but MinQtLog2SizeY is derived after (eq 121 and 131).
Same issue for MinQtSizeC, MinBtSizeY and MinTtSizeY.
Therefore, equations 117 to 120 should be moved after equation 140.

Good catch. Thanks! Fixed in v2 of JVET-Q0041, the editorial input, that is being prepared.
