Description
In JVET-P2001-v8, there is a language allowing referencing dependent layer APSs in the 7.4.3.5 "Adaptation parameter set semantics" section.
"Let apsLayerId be the nuh_layer_id of an APS NAL unit. If the layer with nuh_layer_id equal to apsLayerId is an independent layer (i.e., vps_independent_layer_flag[ GeneralLayerIdx[ apsLayerId ] ] is equal to 1), the APS NAL unit containing the APS RBSP shall have nuh_layer_id equal to the nuh_layer_id of a coded slice NAL unit that refers it. Otherwise, the APS NAL unit containing the APS RBSP shall have nuh_layer_id either equal to the nuh_layer_id of a coded slice NAL unit that refers it, or equal to the nuh_layer_id of a direct dependent layer of the layer containing a coded slice NAL unit that refers it."
However, this paragraph was removed in the later versions of the JVET-P2001. It seems the removal was done incidentally so this text should be restored.

The removal was not done incidentally, but intentionally, as there was a new rule on the value of nuh_layer_id for APS NAL units agreed at the 16th JVET meeting. In any case, that rule has been changed at the 17th JVET meeting.
