Description
In subclause '7.4.10.11 Residual coding semantics', the semantics of coded_sub_block_flag describe subblocks as having 16 coefficients as 4x4 array.
The description should be generalised to cover size 4 subblocks (2x2) and other dimensions of size 16 subblocks (2x8, 8x2).
