Description
Inter MTS is not working in VTM2.0.1
EMT=3 in configure file should enable inter MTS in the VTM2.0.1, but inter MTS is not enabled with configure setting.
Compared with the related code in BMS2.0.1, codes in EncCu::xEncodeInterResidual to set CU-level on/off for MTS is missing in VTM2.0.1

VTM 2.0.1 was extracted from BMS by removing the JEM_TOOLS macro. The inter MTS code was not moved out of this macro during the implementation.
Vadim volunteered to provide a patch, but so far we have no estimate when this will be finished. It may only arrive after VTM/BMS 2.1.
