Description
pic_six_minus_max_num_merge_cand, pic_five_minus_max_num_subblock_merge_cand, and pic_max_num_merge_cand_minus_max_num_gpm_cand are signaled in picture header in VTM-8.0. But the spec. doesn't have those syntax elements in picture header.
