Description

In Draft 9 (vA), the semantics of no_tsrc_constraint_flag are as follows:
no_tsrc_constraint_flag equal to 1 specifies that sh_ts_residual_coding_disabled_flag shall be equal to 0. no_tsrc_constraint_flag equal to 0 does not impose such a constraint.

According to JVET-R0179 and the meeting notes, no_tsrc_constraint_flag is added for constraining slice_ts_residual_coding_disabled_flag to be equal to 1.

The suggested semantics of no_tsrc_constraint_flag are as follows:
no_tsrc_constraint_flag equal to 1 specifies that sh_ts_residual_coding_disabled_flag shall be equal to 1. no_tsrc_constraint_flag equal to 0 does not impose such a constraint.
