Incorrect note on IRAP picture

In the lastest spec (JVET-R2001 or JVET-S0152-v5), in note1 under the defintion of IRAP (3.74), it is said "NOTE 1 – An IRAP picture does not use inter prediction in its decoding process, ", however, IRAP picture in dependent layer may use inter-layer prediction, so this note is not correct.
It is suggested to change to something like "an IRAP picture does not use data elements of a reference picture of which POC is not equal to that of current picture in its decoding proce"
