Description

There seems to be a difference between a subblock and a sub-block, even though neither term is defined in section 3.
As far as I can tell, a sub-block specifically refers to a set of maximum 16 transform coefficients in a transform block.
In 8.5.6.5, the term "sub-block" is used towards the end. It should probably read "subblock" (as in the paragraph just above it).

Thanks for reporting the typo. Yes, it's also my understanding that a sub-block specifically refers to a set of maximum 16 transform coefficients in a transform block.

Will be fixed in JVET-S2001-vF release.
