Description
For JVET-O1153, it was decided that first bin of for chroma mode index will be treated as a flag (in current spec. cclm_mode_flag). The next bin after cclm_mode_flag should use a "single" context irrespective of cclm_mode_flag value. In current spec. text, depending on the cclm_mode_flag value, this bin is either context (first bin of intra_chroma_pred_mode for cclm_mode_flag = 0) or bypass (first bin of cclm_mode_idx for cclm_mode_flag=1) coded.
For the proposed fix, the syntax element cclm_mode_idx is removed, and intra_chroma_pred_mode syntax element is used for both cclm_mode_flag = 0 and 1.
