spec not aligned with adoption and software on ACT Qp offsets

Description

In spec JVET-P2001-vE 8.7.3, Scaling process for transform coefficients, Eq 1133 and 1136, ACT QP offsets are -5 for all components Y, CbCr, Cb, Cr) .

This is not aligned with the the adopted JVET-P0517 and VTM7.1 software, in which ACT QP offsets are -5,-5, -5, -3 for Y, CbCr, Cb, Cr respectively.

Propose to align the spec with the adopted JVET-P0517 and VTM7.1.

As the proponent of JVET-P0517, it is confirmed there is mismatch between the spec and VTM software on ACT QP offsets. We agreed that the spec should be aligned with the software.

This has been fixed in JVET-Q2001-v5 with the adoption of JVET-Q0128.

I meant it was fixed with the adoption of JVET-Q0820 "ACT common text for bug fixes and transform change"
